One dev-list [VOTE] thread accepts the proposal from the charter: the pinned
baseline commit, the discipline rule (a new node pretends to be an old one
until finalization), and the two paths an RU-sensitive change may take. The
vote is the whole phase — everything later has meaning only after this yes.
Acceptance: The [VOTE] thread is recorded on the dev list with a counted
result, and the charter page links it. The accepted text names the baseline
commit and the two paths. Teeth come later, by machine: the contract guard
(R5.3).
