Description:
Nothing in this plan binds anyone until the community says yes to the baseline
and the discipline. This phase is one vote thread, and it is meant to close in
days: the proposal text already sits in the charter, ready to copy.
Accepted when:
- The dev-list [VOTE] thread exists, closed with a counted result (R1.7).
- The accepted text names the baseline commit and the two change paths (R1.7).
- The charter page links the thread (R1.7).
