Currently there is no way to determine whether a data region is persistent or 
in-memory from its metrics. This ticket adds a boolean metric 
{{PersistenceEnabled}} to each data region, published in the 
{{io.dataregion.<name>}} registry and exposed via JMX, the read API, and the 
legacy {{DataRegionMetrics}} interface. It returns {{true}} for persistent 
regions and {{false}} for in-memory regions, determined once at startup. The 
fix also adds {{DataRegionMetrics.isPersistenceEnabled()}} implemented in 
{{DataRegionMetricsImpl}} and {{{}DataRegionMetricsSnapshot{}}}, without 
changing exporters, configuration classes, or the persistence engine.
