IGNITE-28984 removed the {{org.apache:apache}} parent POM instead of resolving
the conflict between the {{maven.compiler.release}} property it introduced and
the {{--add-exports}} options Ignite passes to javac.
As a result, module jars lost the LICENSE, NOTICE and DEPENDENCIES files and
the Implementation/Specification manifest entries required by the ASF release
policy, and the {{apache-release}} profile used by the release procedure in
DEVNOTES no longer exists.
The parent should be restored with javac still driven by source/target, since
javac rejects {{--add-exports}} together with {{{}--release{}}}.
