The RAT license check runs inside the parallel codestyle CI step, and
apache-rat-plugin shares its configuration between Maven threads under
{{{}-T{}}}, so executions apply another module's exclusions and the step fails
on master on a regular basis since June, always on commits whose PR checks had
passed, for example:

Version 0.18 scans faster and no longer needs the temporary-directory
workaround, but it breaks even more often in parallel, so the check has to
become a separate serial step. Stale POM header comments and an obsolete
profile in the release instructions are cleaned up along the way.
