On a rootless Docker daemon, docker/run_tests.sh fails before the first test:
ducktape gets PermissionError writing .ducktape/metadata/session_id into the
checkout mounted at /opt/ignite-dev.
The image creates the ducker user with the caller's host uid (IGNITE-27445),
but a rootless daemon maps only container uid 0 to the caller, so ducker cannot
write the mount. The fix makes ducker-ignite detect a rootless daemon through
docker info and build ducker as uid 0, which has the caller's rights on the
host and no more; rootful builds are unchanged. The README notes that network
fault tests on a rootless daemon need the iptables and sch_netem kernel modules
loaded on the host.
