The three "Check ducktape" jobs of .github/workflows/commit-check.yml fail on
PRs and on master at the "Set up Python" step, before tox runs:
The version '3.8' with architecture 'x64' was not found for Ubuntu 26.04.
The jobs run on ubuntu-latest, which GitHub moves to Ubuntu 26.04 starting
2026-10-19 (actions/runner-images#14748). actions/setup-python installs
prebuilt Python builds from actions/python-versions, and for Ubuntu 26.04 these
are 3.10 to 3.15, without 3.8 or 3.9. Examples: PR #13696, master at 08b8e3ed7b.
The fix:
- A new py312 job and the codestyle job run on ubuntu-latest.
