Add the first RFC describing which Ignite changes need community approval and
how to obtain it through a ticket and pull request.
Define public API, cover protocol and storage format changes, and explain which
internal changes and bug fixes can follow normal review.
Require approval from at least three Ignite committers before merging the
implementation. One RFC may cover several implementation PRs.
