The coordinator broadcasts partition sizes of every cache group in each
\{{GridDhtPartitionsFullMessage}} only to feed the
\{{EstimatedRebalancingKeys}} metric, which the demander reads once, when
rebalance assignments are generated, and only with cache statistics enabled.
The supplier knows the exact sizes when it starts supplying, so they belong in
the first supply message of a demand, and neither the exchange full message nor
the partition map refresh needs to carry them.
*Rolling upgrade.* Gated by a core feature: while it is inactive the
coordinator keeps sending the sizes and the demander keeps reading them, so
nodes of the previous version see no change.
