Define and stabilize flaky CDC tests and check whether the suite can run faster
CI: https://ci2.ignite.apache.org/buildConfiguration/IgniteExtensions_Tests_Cdc.
Fix the flakes without weakening assertions. Then see whether suite time can be
decreased
without dropping coverage.
