IGNITE-3477 brought breaking changes to cache plugin infrastructure. Now cache
plugins can not exist independently of grid plugins:
{{PluginProvider.createCacheProvider}} creates cache provider, instead of
{{CachePluginConfiguration.createProvider}}.
