{{CacheDataStructuresManager}} tracks {{IgniteSet}} updates using an on-heap
map ({{CacheDataStructuresManager#setDataMap}}), which is used for several
operations (including {{IgniteSet.size()}}) and isn't restored after cluster
restart.
