Description:
* Add {{PersistentStoreConfiguration.EnableMetrics}}, {{RateTimeInterval}},
{{SubIntervals}} properties
* Add {{PersistenceMetrics}} class
Currently in Java there is only internal API to get them -
{{IgniteCacheDatabaseSharedManager#persistentStoreMetrics()}}.
