It is possible to have a cluster-split restarts when persistence enabled:
Start 1, 2, 3, 4, update data. Stop
Start 1, 2. Update data. Stop
Start 3, 4. Update data. Stop.
Start 1, 2, 3, 4. Stop
We need to make sure that the second start is not allowed. This can be done by
introducing baseline topology history and topology hash generation.
