Most of cache operations are processed in sys-pool and long clearAll operation
can to lead to threads starvation. I saw that last commit wasn't processed by
[TC|https://ci.ignite.apache.org/project.html?projectId=Ignite20Tests&branch_Ignite20Tests=pull%2F2443%2Fhead].
I've triggered it and if it's OK, I'm agree with this changes.
