[~vladisav] Vladisav, I've checked test
SemaphoreFailoverSafeReleasePermitsTest and noticed that if you get semaphore
second time after the first node that acquired it was stopped, that leads to
the impossibility of acquiring it. Could you describe why in test it
Initializes second semaphore before the first one is broken?
