[~vladisav] Could I assign this ticket on myself.
I'd really want to add this algorithm to our ML scope as soon as possible.
The reason: after that implementation we will have comparable set of algorithms
with Spark MLLib after 2.5 release.
Currently L1, L2 norms and SGD are implemented in LinearSVM and LinReg with SGD
trainers
