Resolution: Won't Fix
Unfortunately, as I see [here|https://github.com/Microsoft/WSL/issues/1579] and
[here|https://github.com/systemd/systemd/issues/8036] -- Windows WSL currently
does not support running systemd services via {{systemctl}} (at least without
some complex os level hacks).
