[~andrey-kuznetsov] Please rename {{IGNITE_DUMP_THREADS_ON_FAILURE_PROP}}
property to {{IGNITE_DUMP_THREADS_ON_FAILURE}} and move it to
{{IgniteSystemProperties}}. Also properly comment added properties.
