Summary: Detecting hanging of coordinator during processing local

After coordinator gathered local partition maps from all other server nodes it
should prepare full partition map and send it back.
If for some reason (e.g. bug in code) coordinator fails to prepare full map it
should detect this situation and shut down itself.
