I found below entries to  active/deactivate cluster. 

 

1: rest api  -> 
org.apache.ignite.internal.processors.rest.handlers.cluster.GridChangeStateCommandHandle

2: command visitor -> VisorTopologyCommand.scala

3: direct api call -> org.apache.ignite.Ignite
