Partition counters are broken in mvcc branch. This leads to faulty partition 
recreation during rebalance because of differences in update counters on 
primary and backup nodes. Reproducer: 
{{CacheMvccReplicatedSqlCoordinatorFailoverTest#testUpdate_N_Objects_ClientServer_Backups0_Sql_Persistence}}

We need to fix it somehow,
