Summary: Add SQL column precision existence check if scale
parameter is setted

We should check situation when user sets only scale parameter without precision
for column, while creating SQL table. According to
[http://www.h2database.com/html/datatypes.html#decimal_type] it's not valid
behavior.
Currently, we ignore it.
