[~xtern], I see that you've changed the rebalance logic to assume that 
rebalance is finished even if there is a local LOST partition. Can you please 
elaborate on the reasons for this change?

We need to make sure that there are tests that check that the following 
partition state transition is impossible - MOVING -> LOST (partially 
rebalanced) -> OWNING.
