Fix For: 2.8
Before file-based rebalancing is implemented and rigorously tested Ignite still
relies on key-based rebalancing and flag IGNITE_DISABLE_WAL_DURING_REBALANCING
speeds it up significantly.
By default it is turned off, but as it brings noticeable boost we need to turn
it on by default in the next minor release.
