Seems, next should be muted as EvictionPolicy is not supported in mvcc mode yet.

There are a number of EvictionPolicy tests muted as Local cache is unsuported.
Can we make cache partitioned and mute tests with correct ticket.
Some test use non-shared VmIpFinder. Let's make it shared to make test run
faster.
