The main problem described and fixed in IGNITE-9858 relies on this change in
{{initializeLocalAddresses}}. I don't think we should revert it, and I don't
think that this change affects users who use public API.
After running tests I updated PR with minor javadoc correction ("May -return-
*contain* an invalid Ignite instance").
