Description:
Actually TxLog creates on each data node regardless the node is affinity node
for any MVCC cache or not. There is no sense to create and maintain Tx log and
Vacuum routines in case the node doesn't have any mvcc cache.
TxLog (or may be it's region entirely) can be safely cleared after last mvcc
cache being destroyed.
