Description: Currently system data region metrics can be only enabled in
runtime. (was: Data region metrics are disabled regardless of value of
`DataStorageConfiguration.metricsEnabled` flag. Memory metrics can only be
enabled explicitly at runtime or in a specific `DataRegionConfiguration`.
Expected behaviour: `metricsEnabled` flag shouldn't be ignored.)
