Description:
-New event EVT_CLUSTER_ACTIVATION_FAILED should be added.-

Let's add handling of non-critical events to FailureHandler, one of which is
failed cluster activation, meaning that PME happened successfully and caches
started but some auxiliary processing like services threw exception.
