    Description: 
Currently, partition map exchange timings printed to log(IGNITE-10493). It will 
be useful if we allow external tools to collect and aggregate partition map 
exchange metrics. 

UPD: Need to implement next metrics:
- сacheOperationsBlockedDuration (long)
- totalCacheOperationsBlockedDuration (long)
