Summary: Support group impersonation for authorization requests

Impala currently supports user impersonation for authorisation requests. The
users that a proxy is authorised to impersonate must be a list of user names
and groups are not supported. Allowing proxy authorisation by group would
greatly simplify administration of proxy user policy.
