Impala depends on CDH Maven snapshots which transitively pulls the dependencies
from other repositories causing the build to be non-reproducible, such as the
issue in https://issues.apache.org/jira/browse/IMPALA-7316. In order to fix
this issue, we need to blacklist a certain repository so that Impala does not
accidentally downloads the latest snapshot for its dependencies.
