It'd be good to replace ----fault_injection_rpc_delay_ms with a runtime
DebugAction(). That would allow tests like test_rpc_timeout.py to not need to
be a custom cluster test, which would allow it to run faster. Also it would
allow for a richer set of commands in a more general way (such as DebugAction()
JITTER and FAIL).
