Summary: Improve Scheduler Tracing

The behavior of the scheduler is often difficult to understand. We should add
tracing of its inputs (scan range, block location metadata), its decisions, and
the resulting schedule. This should be configurable by a query option and/or a
query hint, and should optionally be written into the log and/or the profile.
