We already build the native toolchain using
[SLES12sp3|https://github.com/cloudera/native-toolchain/blob/master/docker/sles12.df#L1]
however bootstrap-toolchain.py only supports the now EOL [SLES 12
sp2|https://github.com/apache/impala/blob/master/bin/bootstrap_toolchain.py#L73].
Since the toolchain is already built on sp3, fetching the same artifacts,
should add support for SLES 12 sp3.
