IMPALA-8484 adds support for multiple executor groups and uses a slot-based
mechanism to admit queries to executors. In order to keep the existing behavior
stable, this logic is not applied to the default executor group.
This Jira tracks work on doing that. We have to be careful not to break the
existing behavior, and if we do, hold the change back until the next
compatibility-breaking release.
