We kind of assumed that the table's writeId is increased during
allocateWriteId or commit, so we don't have to set it with a separate API call
during INSERT. https://gerrit.cloudera.org/#/c/14037/ sets it in some specific
cases (if STATS_ACCURATE is set, because in this case we call
alter_table/partitions to remove), but it is generally not touched.
I am not sure that it is Impala's duty to set it, it would be probably better
if HMS would do it by itself.
