Remove dependency on rome 0.9, which requires jdom 1.0 (flagged for an XXE that
Rome's not technically vulnerable to because it calls
{{setExpandEntities(false)}}).
Depends on Ranger upgrading to a newer version of jersey so it no longer uses
com.sun.
