Spawned from IMPALA-11268.
"STORED BY <storage engine> STORED AS <file format>" would allow Impala users
more control over table creation.
Decoupling THdfsFileFormat and its usage is a good starting point.
For backward-compatibility we still need to support "STORED AS <storage
engine>" as well.
