Summary: Impala Web UI list process start time and version of all
backends

Currently, information about process start time and version of impalads are
distributed on every impalad Web UI. It would be better if the /backends page
can list start time and version for all impalads. That would be really helpful
when we want to check if some impalad restarted accidentally and whether there
are different version impalads in a cluster.
