I think we should allow setting table property 'format-version' in ALTER TABLE 
CONVERT TO statements.

Currently it only allows 'iceberg.catalog', which means if users want to create 
an Iceberg V2 table, they need to issue a subsequent ALTER TABLE SET 
TBLPROPERTIES statement.
