IMPALA-11477 added sorted-run-merger-ir.cc.
https://gerrit.cloudera.org/c/18824/13/be/src/runtime/CMakeLists.txt added it
to the Runtime target, not RuntimeIr. This doesn't really impact the product,
but it can lead to incorrectly missing that LLVM bytecode needs to be
recompiled if that file changes.
