IMPALA-10976 modifies catalogD's cache using MetaStoreEventsProcessor for all
DDLs/DMLs when the 'enable_sync_to_latest_event_on_ddls' flag is enabled.
Although, there is an exception. For the alter table rename operation, it is
not a straightforward operation to do the HMS operation first and then modify
the cache. Instead, the cache is modified in-place in the cache and then the
HMS operation is done at the end owing to the complexity of rename operation.
