native-toolchain builds Rust and dotnetcore libraries if the executables are
found. I discovered this because I have dotnet installed but no SDKs, which
caused the Thrift builds to fail with a malformed Makefile (\{{dotnet
--version}} returns an error without an SDK).
We can skip building these.
