Summary: Add Prometheus Metrics for Executor Admission Slots

Add the following prometheus metrics to track available and max admission slots
on each executor:
impala_admission_controller_executor_available_slots: Number of admission slots
that are available on a given executor
impala_admission_controller_executor_total_slots: Total number of admission
slots that have been configured for a given executor
