jira, I am going to add new grammar in this format :
RESTART EVENTPROCESSOR [FROM EVENT id]
this grammar is only used to set the status of impala catalog event processor,
this can help to set the processor to restart to process event from a specified
event id , and if id is not specified , then we will restart from the very
beginning like with the event id of -1.
