Flatbuffers 1.9 adds flags after CMAKE_CXX_FLAGS turning on -Wall, -Wextra, and
-Werror. This makes it hard to turn off newly added compiler warnings. It would
be easier if it placed those flags BEFORE the CMAKE_CXX_FLAGS so the CXXFLAGS
can override things if necessary. Patching Flatbuffers to do this is easy.
