The build-only jobs used in the first round of precommit verification used to
run in 10-12 minutes on the current instance types. While working on
IMPALA-13223 I was surprised to see that they now take twice as long, usually
between 18-20 minutes. This happens uniformly on Ubuntu versions 20 and 22 as
well as across CPU types: Intel x85 and ARM suffer the slowdown equally.
First impressions and the build log seems to point to the Python3 build of
impala-shell, but this needs further investigation.
