Some versions of HMS don't properly create both the managed and unmanaged
database directory. test_sfs.py assumes that HMS creates both directories, so
it fails when HMS is one of the buggy versions.
There is no reason for query_test/test_sfs.py to be failing due to a bug in
HMS. We should make query_test/test_sfs.py tolerate this.
